ISAC Administrative Rules
This page provides access to the Illinois Student Assistance Commission's Administrative Rules, including current rules in effect and archived rules from previous years. It also includes links to proposed rules and amendments and explains ISAC's rulemaking process. ISAC promulgates rules in accordance with the Illinois Administrative Procedure Act [5 ILCS 100].
The Rulemaking Process

- ISAC staff develop proposed rules and submit them for public comment through publication in the Illinois Register.
- All written public comments submitted on proposed ISAC rules and amendments are presented to the Commission for consideration.
- After receiving the Executive Director's recommendation and written comments from the public, the Commission votes to accept, modify or reject the proposed rules and amendments.
- After disposition by the Commission, the proposed rules and amendments are submitted to the Joint Committee on Administrative Rules (JCAR) for review.
- When the JCAR review period has ended, ISAC will file the rules and amendments with the Office of the Secretary of State for publication in the Illinois Register.
- ISAC publishes a link on this page when Administrative Rules for an academic year have been adopted.
