ISAC Administrative Rules
This section contains the current version of ISAC's Administrative Rules for the 2023-24 academic year, as well as archived versions from previous years. The Illinois Student Assistance Commission promulgates rules in accordance with the Illinois Administrative Procedure Act [5 ILCS 100].
The Rulemaking Process

ISAC staff develop proposed rules and submit them for public comment through publication in the Illinois Register. All written public comments submitted on proposed ISAC rules and amendments are presented to the Commission for consideration. After receiving the Executive Director's recommendation and written comments from the public, the Commission votes to accept, modify or reject the proposed rules and amendments. After disposition by the Commission, the proposed rules and amendments are submitted to the Joint Committee on Administrative Rules (JCAR) for review.
When the JCAR review period has ended, ISAC will file the rules and amendments with the Office of the Secretary of State for publication in the Illinois Register.
